Providing benefits to low-income families

A citizen becomes poor after receiving a status that is assigned to him by the social security authority based on his income, and based on all family members.

A person can obtain this status whose income is below the subsistence level. However, this indicator is calculated by adding the income of all family members and dividing by the number of people it consists of.

That is, wages or other profits are divided among everyone who permanently resides with the citizen: pensioners, disabled people, minor children.

Currently, the legislation provides different time limits for using the subsidy for its intended purpose, depending on the basis for receiving the subsidy. Who is entitled to a free subsidy for the purchase of housing or construction of a house in 2018 - 2019?

How to get a subsidy for building a house or buying an apartment

At the same time, a representative of any category of beneficiaries cannot apply for a subsidy if the fact of deliberate damage to existing housing is revealed in order to worsen living conditions and obtain the right to a benefit. If, from the moment of registration until the exercise of the right to a subsidy, a citizen independently solves his housing problems or leaves the category of beneficiaries, for example, due to dismissal from service or as a result of relocation from a village to a city, death or for other reasons, he is removed from the register. How to register to receive a subsidy

The legislative framework

The certificate/certificate issued specifies a certain amount that cannot be cashed out and a specific validity period. These funds can only be used for the purchase of real estate or its construction. At the same time, social housing standards must be strictly observed.

For persons applying for a mortgage, such a certificate can serve as a down payment. It is presented when repaying a loan taken out for the purchase of housing, or when making a share contribution in housing construction cooperatives; the use of a certificate of subsidy is also permitted if it is necessary to expand living space that lags behind social norms, or to carry out construction and repair work in order to improve conditions residence.

A subsidy alone will not be enough to purchase housing. To cover its full cost, in addition to the certificate you will need:

  • Finance for expenses to pay the balance of the amount;
  • Housing planned for sale at the time of the transaction with ownership rights;
  • A mortgage that provides for the repayment of the entire value of a property over a period of several years.

The certificate of subsidy provided for the purchase of an apartment is issued only once, and after use it cannot be renewed again.

According to the law, you can exercise your right to receive non-cash targeted assistance from the state within six months. Those who did not have time to use the certificate will receive it again according to the general queue.

Housing subsidies do not apply to real estate that is under collateral/seizure or encumbered with the rights of other persons. It's just about . In the situation with objects under construction, the use of the certificate is rejected by local governments, depending on the degree of completion of the construction. For example, real estate in Moscow and the region that is 30% unfinished will not be suitable for paying off its partial cost with a subsidy.

How is the amount of subsidies for the purchase of housing determined?

The amount of payment in the certificate is calculated by considering the case with each individual family individually and taking into account the following defining points:

  1. Preferential category of the applicant;
  2. Family size;
  3. The average cost of 1 sq.m. taken into account for the subsidy. m of real estate, as determined by the Ministry of Construction of the Russian Federation;
  4. The adjustment coefficient for various social categories of citizens, established by the government. Thus, the size of the subsidy will be affected by the length of civil service, work experience in rural areas, length of military service, and time spent waiting to receive housing.

For comparison: the subsidy for the purchase of housing in the city will not exceed 30-40% of the cost of the purchased apartment; rural residents will receive about 70% in this case.

By law, government agencies issuing these certificates are authorized to exceed the amount of payments for the circumstances in question if available budgetary funds allow it.

Who is eligible to receive subsidies to improve housing conditions?

Subjects of the Federation are given the right to arbitrarily determine categories of persons in need of such material assistance, in addition to those already established by law. The issue of the procedure for providing and using subsidies for the purchase of an apartment is also decided at the local level.

  • After all, local budget finances are involved here.
  • In 2015, the following social categories can count on free targeted assistance in purchasing real estate:
  • Large families with 3 or more children under 18 years of age, as well as university students or conscripts under 23 years of age;
  • Families with both spouses under 30 years of age;
  • Civil servants;
  • Employees of budgetary organizations;
  • Demobilized from the army or retirees;
  • Young agricultural workers;
  • Orphans and those deprived of parental care;
  • Low-income individuals awaiting housing;

WWII participants, disabled people, veterans and families of those killed;

  1. Persons with more than 15 years of working experience in the Far North;
  2. According to the Decree of the Government of Russia of January 27, 2009 No. 63-PP “On providing federal civil servants with a one-time subsidy for the purchase of residential premises,” these are civil service employees whose place of residence is:
  3. A room in which each tenant has less than 15 sq.m.;
  4. Housing that does not comply with generally accepted standards of housing conditions (see);
  5. Communal apartment;
  6. Dormitory;

Living space shared with a seriously ill person (according to a list of diseases determined by the government), when cohabitation is unacceptable, and alternative housing is not available or is provided under a social rental agreement (see);

A representative of any benefit group will not be able to apply for a certificate if it is revealed that the fact of deliberate deterioration of living conditions in order to obtain the right to a subsidy is revealed. This implies an exchange with a reduction in living space, the settlement of strangers, or the alienation of property or part of it.

State bodies deregister citizens who have applied and who, before the subsidy is issued, no longer meet the criteria for the preferential category (dismissal, relocation from a village to a city, death) or who purchase housing on their own. If facts about changes in family composition or living conditions, a change of place of work, which affects the determination of a preferential category, are kept silent, obtaining a certificate may also be denied.

What documents are needed to apply for a subsidy for an apartment?

A special commission under the government authority that allocates subsidies accepts the applicant’s application and the necessary documentation.

Registration is carried out after submitting an application addressed to the head of the authority and the following documents:

  • Passports of the applicant for the subsidy;
  • Copies of personal bank account;
  • Marriage certificate with a copy;
  • Birth certificates with copies;
  • Documents for all other persons living in the same living space as the applicant;
  • A work record book with a copy or a document substantiating the right to a benefit;
  • Social tenancy agreement/certificate of ownership with copies;
  • Documents on the right to additional living space (if available) with copies.

The amount of the subsidy and the area of ​​the purchased property are calculated based on the total living space occupied by the applicant. Therefore, the commission must be provided with information about all premises owned or rented under a social tenancy agreement.

Within a period specified by law, documents are checked and, if there are violations or failure to confirm the right to receive a subsidy, they are returned to the applicant.

If the results of the check are positive, the commission issues a certificate/certificate issued in the name of the applicant indicating a specific amount. The payment is credited to the registered blocked target account opened by the applicant. This can be done at any bank implementing a housing program.
